First Joint Review Mission:
|
|
The Joint Review Mission of IFAD team with Mrs. Thnaksy Thekkekara, I.A.S., Mumbai as team leader and Mr. Shaheel Rafique, Implementation Support Specialist as member. The team had undertaken visit to Chennai and reviewed the project works. Project Director has made a power point presentation on the present stage of this project. The team thereafter visited Thenpattinam, Mathalapattu clusters, M/s. Dhan Foundation's field office at Pudupattinam, Pondicherry Multipurpose Social Service Society (FNGO) at Pondicherry and Fish Marketing Society at Annankoil. The team had detailed discussion with the stake holders, CRC personnel, Self Help Groups, fishermen etc. The team prepared Aide-Memoire and had final wrap up meeting with the Principal Secretary to Government, Rural Development and Panchayat Raj Department with the Government of Tamilnadu.The report is linked.

Second Joint Review Mission: |

The Joint Review Mission of IFAD team with Mr. C.K. Ramachandran, I.A.S., (Retd.) as team leader Mr.
Shaheel Rafique, Implementation Support Specialist, Mr. Muralidhar, Livelihoods Specialist, Mrs.
Indirani Singh, Rural Finance Specialist and Mr. S. Sriram, Procurement and Finance Management as team members
visited the PMU Chennai and project districts. The team reviewed the project works at PMU. The PMU has
given presentation on the present stage of the project. The team thereafter divided into two groups visited
all the six project districts. They interacted with the district officials, FNGOs, RNGOs and with community at
each village. After the visit to districts they had interaction with all the stakeholders at Chennai. The team
prepared Aide-Memoire and had final wrap up meeting with the Principal Secretary to Government, Rural
Development and Panchayat Raj Department of the Government of

Livelihood Mapping:
|
|
The RNGOs of M/s. Dhan & M/s. Myrada have been entrusted with the task of conducting Livelihodo Mapping with the assistance of cluster staff for identifying the poorest of poor and wealth ranking. The mapping has been taken up.

Baseline Survey:
|
Survey of 1.55 lakhs households has been conducted in all the 114 coastal panchayats. Analysis is in progress.
|
|
Component – 3: Employment Generation & Skill Training
|
| Structured Survey:
|
Structured Survey of 7414 SHGs in the project villages has been conducted and they have been graded as A,B,C & D. The SHG groups under C & D grade were identified as weak SHG. The no. of weak groups is 1044. Training programme has been commenced for weak groups in Feb. 2010.
|
|
Restructuring of PLFs:
|
The restructuring of PLF has been under taken to strengthen the SHG movement at village level from Nov. 2009. So far 103 PLFs have been restructured out of 109 PLFs.
|
|
Formation of Fish Marketing Society (FMS):
|
8 FMS have been formed till March 2010. The societies formed are Vellapallam, Seruthoor, Arcottuthurai, Killai MGR. Nagar, Kizhmuttom, Chinnamuttom, Kurumbanai and Killai Kalaignar Nagar.. Total no. of fishermen enrolled in the above societies is 455.

Distribution of Debt Redemption Fsnd:
|
The project has released DRF to SIFFS for Rs.47.13 lakhs benefitting 293 fishermen.
|
|
Construction of Office Building for FMS:
|
The construction of office building for FMS has commenced in Vellapallam & Kizhmuttom.
|
|
Fish Landing Centre:
|
Type design for Fish Landing Centre has been approved.
|
|
Formation of Federation:
|
Fish marketing federation at Nagapattinam has been approved on 03.12.2009.
|
| OBM & Boat
Yard:
|
Approval for establishment of OBM Repair Centre at Nagapattinam has been given on 05.01.2010. Approval for establishment of Boat Yard has been given on 27.01.2010 at Tharangambadi.
|
| Training to Fisher women Post-harvest Activities:
|
| First
batch of 200 fisher women on post harvest activities will be
conducted in June 2010.
|
Vocational Training:
|
RNGOs have identified the trades and the institutes which impart training. Training of 1000 youth will be taken up at district level after on need assessment.
|

| Gender Action Plan: |
|
The workshop for the Gender Action Plan was conducted by the Resource NGOs namely M/s. Dhan Foundation and M/s. Myrada in the respective districts. They have submitted the Gender Action Plan to be built into the Project activities. Accordingly the focus would be

SHGs as main community organization structure with Fish Marketing Societies (FMS) as supportive structure.

Identifying & prioritizing infrastructure needs of women through PRA exercise.

Fish auction, Post harvest activities will be women-oriented.
-
Health / accident insurance to destitute / deserted / handicapped women.
-
Priority to women and ultra poor in accessing Vulnerability Reduction Fund.
-
Women given priority in Vocational Skill Training and Micro Enterprises Development.
-
Women to be adequately represented in monitoring / decision making committees.

| Sub Sector Study Survey: |
| The Annamalai University has conducted Sub Sector Study Survey and the final report was received on
14.10.2009. Based on the study, analysis of the potential sectors will be taken up. The detailed report is available in the library section. |

| A Pilot study on sea safety was conducted by SIFFS. The report has identified the vulnerable areas and also the measures to be taken to prevent accidents and deaths. The detailed report is available in library section.

Students 30032 have been taken on exposure visit to places of importance on environmental management, fisheries related activities, manufacturing units and visit to salt pan etc. The visit has given first hand information to students on the activities undertaken in their districts.

9 Documentary film DVD’s highlighting measures to face the risks during disasters and the environment related issues like water conservation, clean environment, fuel saving, risks faced by fishermen at mid-sea and disaster related story were screened in all coastal schools for creating awareness.

IEC Materials:

The material on disaster preparedness for Primary, Secondary and Higher Secondary have been prepared by National Luthern Health & Medical Board (NLH&MB). This material in different form will be distributed to all coastal school students and it will be a part of regular briefing at frequent intervals to create awareness among coastal school students. The number of beneficiaries is around 90,000. The content of the IEC material is available in the library section.

In the second phase of exposure visit students numbering 13698
have been taken on exposure visit to places of importance on
environmental management, fisheries related activities,
manufacturing units and first aid programme units. The visit has
given an exposure on the activities undertaken in their districts.
